Reassign the call to the staff member that entered the request

The "append close" method of handling a request assigns the request to a staff member. The staff member solves the request and "append closes" the request. The flagged request can now be closed by the original staff.

Program flow:

Staff 1 takes request and assigns the request to staff 2
Staff 2 solves the request and sets the status to "Append Closed"
Staff 2 re-assigns the request to staff 1
Staff 1 closes the request

Both staff 1 and staff 2 are notified of pending requests if auto notification via e-mail or page is enabled and triggered.
